EPC warning light - turbo actuator

Hi, Just had the EPC warning light come on, the car was off the road for three weeks and while traveling to work the light came on. Car was parked outside in Scotland. I had the car into a Golf R specialist and he had the car for 10 minutes and stated it was my turbocharger wastegate actuator not working properly. He stated it would require removing the turbo to change the actuator. Can this be done without removing the turbo? It's a day's work to get it removed, repaired, and replaced. He did suggest that the linkage can rust if left unused or not driven vigorously, and asked me to spray a penetrating spray on the linkage every day for 3 days then apply high-temperature grease. Has anyone had this issue resolved by this method?
Under what driving conditions does this actuator actually move over its full range?

I tried searching for this topic but found nothing, if it's there can someone add a link please?
